Tender for new Cornwall fire station awarded for $17.3 million <\/h1><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

The much larger price tag for a new fire station and training centre in Cornwall didn\u2019t set off any alarm bells at city council Monday.<\/p>

Cornwall council approved the tender for the project to a Hawkesbury company with the total bid price (including HST and provisional items) at just over $17.3 million, as being the best bid meeting the tender specifications. That is a 73 per cent increase over the most-recent estimate.<\/p>

No member of council asked to discuss the tender before approving it.<\/p>

The estimated cost late in 2019 when the city purchased land for the project was $8.7 million, so the approved bid as about double what was estimated just over three years ago and just before the onset of the pandemic.<\/p>

The property is at the intersection of Tollgate Road West and Brookdale Avenue. Council approved the purchase of the land in for $1.25 million \u2013 well below the asking price of $2.75 million.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Early in 2020, the push for a new fire hall moved ahead after councillors were presented with the facility\u2019s business plan. The fire department itself was, at the time, divided about the project, with management for the new facility, and the firefighters union against it.<\/p>

Then-union president Jason Crites said rank-and-file firefighters opposed the idea of having the new station located in the northwest corner of the city because of concerns about response times.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

A year later, in the early spring of 2021, the estimated cost for the construction of the fire hall and headquarters jumped following an architectural and engineering report, the price tag rising $1.2 million, a 14.5 per cent increase to just under $10 million.<\/p>

The city this week in its financial services department (purchasing division) report recommended it be awarded to Hawkesbury\u2019s ASCO Construction Ltd. It said the new fire station and training area are included in the city\u2019s long-term financial plan, and that the project is funded through financing (63.6 per cent) and development charges (36.4 per cent); it said the corporation will only borrow what is required.<\/p>

Monies, based on the split above, had been allocated to this project in the 2019 and 2020 budgets.<\/p>

Other bids listed in the report included F. Trottier Construction Ltd. of Ottawa (total bid price including HST of $18.2 million), Grant-Marion Construction Ltd. (Cornwall, $19.2 million), Jumec Construction Inc. (Ottawa, $18.7 million), NIACON Ltd. (Niagara Falls, $19.7 million), and Robert J. Bourgon & Associates (Cornwall, $17.8 million).<\/p>
